Road Safety Training Day for Police Officers
The Road Safety Training Day for Police Officers is a five-hour theoretical and practical training course run by the Aleatica Foundation, aimed at road safety officers.
Objective: To foster the development of knowledge and skills among operational staff, with the aim of promoting road safety based on the most up-to-date principles.
Each session includes three main activities:
1. Theoretical training
2. Workshop
3. Practical training

Introduction to mobility and road safety
Arturo Cervantes
President of ANASEVI
Dr Arturo Cervantes, President of ANASEVI (National Road Safety Association), introduces us to the topic of mobility and road safety, contextualising the current state of road safety and highlighting the statistics and trends that define the landscape both in Mexico and internationally. He stresses that road safety is a shared responsibility between government, civil society and the private sector, emphasising the importance of collaboration and participation from all stakeholders.
The presentation addresses the topic of road safety from the perspective of the Safe System Approach, a framework that considers the risk factors associated with road traffic accidents and how to mitigate them. It details how this strategy focuses on accident prevention through speed management, the use of helmets, seatbelts and child restraint systems, amongst others. The design and planning of safer infrastructure and roads are fundamental to preventing traffic incidents and protecting lives.
Special users in relation to mobility and road safety
Rodrigo Rosas

In this presentation, Rodrigo Rosas, a consultant at Anasevi, focuses on ‘Special users in mobility and road safety’, addressing the topic from three key perspectives: the hierarchy of mobility, road safety for motorcyclists, and cycling safety. Rodrigo begins his presentation by establishing the hierarchy of mobility, a concept that prioritises the most vulnerable road users, such as pedestrians, cyclists and motorcyclists, in urban design and transport policies.
Regarding road safety for motorcyclists, Rodrigo explains that this group is at greater risk due to a lack of physical protection compared to motor vehicles. He offers a detailed overview of effective strategies to protect motorcyclists, including the use of personal protective equipment, the importance of training in safe riding techniques, and the implementation of road infrastructure designed with these users in mind.
Regarding cyclist safety, he emphasises the need to promote cycling as a safe, healthy and environmentally friendly mode of transport, as well as specific measures to protect cyclists.
Management tools for police officers

In her presentation, Delia Ruelas, a consultant at Anasevi, discusses ‘Management tools for police officers’, focusing on how leadership, vigilance and acting as first responders can significantly improve road safety.
She highlights the importance of leadership in road safety within police forces, emphasising how leaders can inspire and motivate their teams to prioritise road safety in their daily operations. She also outlines effective leadership strategies that foster a culture of safety, responsibility, and respect for traffic regulations, and discusses various mechanisms that police officers can use to monitor and ensure compliance with traffic laws, ranging from speed enforcement to seatbelt use and the prevention of drink-driving or driving under the influence of drugs.
It emphasises the importance of proactive policing and public education as key tools for reducing accidents and improving road safety.

Helios discusses best practices and key considerations for the safe day-to-day driving of official vehicles, emphasising the importance of preparation, vehicle knowledge and situational awareness to prevent incidents and ensure the safety of both the driver and the public.
The presentation addresses various specific safety situations where official vehicles may be subject to additional risks due to their function and symbolism. It also discusses strategies to mitigate these risks, including advanced driving techniques, proactive safety measures and the implementation of rigorous safety protocols.
Road Safety Infrastructure and Technical Measures
Salvador Saavedra

In this presentation, Salvador Saavedra, a consultant at Anasevi, guides us through a comprehensive analysis of road infrastructure designed to protect all road users. Salvador begins by highlighting the importance of road infrastructure interventions to improve safety for pedestrians, cyclists, motorcyclists and drivers through the creation of pedestrian zones, cycle lanes, adequate lighting, effective signage, and traffic calming measures that have been shown to reduce traffic accidents and save lives.
In this same panel, Salvador Saavedra addresses the pillar of safe vehicles, focusing on how technology and design can contribute to the safety of all road users. He explores advances in vehicle safety systems, such as anti-lock braking systems (ABS), stability control, airbags, and driver assistance technologies, which help prevent road accidents and minimise injuries in the event of a collision.
